Survey notes
The highest settled point of the mountain before the sky: a peregrine falcon village of scouts, messengers, storm-watchers, and weather-certifiers who carry warnings, repair orders, and urgent supplies between mountain, surface, and machine routes. The party arrives during the Clear-Sky Dispatch ceremony and finds Elder Mauritius murdered beside the central storm chime. Chief Forecaster Lanner Sirocco declares it a weather accident and grounds every dispatch until the village can be kept safe.
The investigation runs on testimony against storm-chime readings: false clear skies, updrafts that launch travelers into unsafe routes, downdrafts that pin witnesses, and forecasts that have been falsified. Lanner is the Forecast, a Controller wearing a respected civic official's face, using weather authority to control the investigation and summon flyers when the truth gets close. The first phase of the boss is a public accusation; the second is a real weather Controller fight.
Cloud Terrace proves the broadcast circuit was never only towers and wires. It was maintained by messengers, scouts, and weather-readers willing to carry truth before the machines could. When the Forecast falls, the Sky Harmonic rings through the village, the storm chimes stabilize, and Mauritius's Last Dispatch reaches Ice Spire honestly.
