Chief Forecaster Lanner Sirocco appeared in the falcon village as a fellow falcon and trusted weather-certifier — helpful, precise, above suspicion. In truth, Lanner is a Controller bot wearing a falcon civic persona. There was no disappearance to mourn, because there was never a Lanner to lose.

The Controller entered public life as a forecaster, then slowly turned forecast authority into route control: grounding uncertain messages, falsifying storm-chime readings, treating testimony as unsafe weather. Elder Mauritius discovered the impossible weather record and was murdered before they could send the Last Dispatch. The village remembers the taken by where the message was meant to land, not by where they fell.

The Forecast is prediction inverted into control. The break comes when Lanner describes a wind turn no honest falcon would call safe — and Peregrine realizes the forecast was not wrong. It was authored. When the Sky Harmonic rings through the village, Mauritius's Last Dispatch finally reaches Ice Spire honestly.
